What a Levi ticket buys
In Levi you pay for the visit and nothing else: a walk, a ride, the meeting. The drive from Muonio, 46 minutes each way, is not in any of the prices, and none of the listings mentions a pick-up there.
The terms

Is there a cheaper Christmas package without Santa?
There is one at the same dates that starts lower, at 1,005 euros a head, but it is the aurora package designed for adults and children of twelve and over, and it swaps the Santa visit for evening aurora trips. For a young family the Santa package is the one that fits, so the 119 euro difference in starting price is not a saving you can really take.
Which Levi visit gives the most time for the money?
The snowshoe trip, by a wide margin: it works out at under 35 euros a head for each hour, against 58 for the elf park, 60 for the private sleigh visit and 201 for the cabin visit, which lasts a single hour. If what you are paying for is a long outing with Santa at the end of it rather than the meeting alone, that order matters more than the headline prices.
Who provides the presents?
It depends on where you book. The Muonio package includes a small gift for each child in its price. The private sleigh visit in Levi asks you to bring the gifts Santa hands over, or to arrange them in advance, so budget for them yourself. The cabin visit and the elf park do not say either way in this site's records, so ask before the day.
